Understand how to safeguard the wellbeing of children and young people

Unit Aim: provides the knowledge and understanding required to support the safeguarding of children and young people. The unit contains material on e – safety.

(1.1) Current legislation, guidelines, policies and procedures for safeguarding children and young people

Anybody working with children or come into contact with children has the responsibility to secure children safely. This is why current legislation, policies, guidelines and procedures to safeguard children are put into practice. The Children Act 1989 was brought on by the government in 1991 to ensure children were safe however; the death of Victoria Climbiè who died at the hands of her guardians so the Act was updated again to the Children Act 2004 and Laming did a public investigation of the death of Victoria and his report included many times Victoria Climbie could have been saved due to many establishments involved in her case were not run properly. His report was due to making the new formation of the Every Child Matters Agenda that can bring positive outcomes for children and introducing the Children’s Act 2004 which the government implemented this by using it as centre point to making Contact Point. However, another death case of Baby Peter happened again and this was due to the failings of outside services that were involved in his care. The Act puts a role on local authorities to act together in supporting the welfare of children and young people and to safeguard as well and also, The UN Convention on the Rights of the Child 1989 was acknowledged by the Government in 1991 and the UN includes all the privileges of children to abuse, to be able to express their opinions, to be looked after and provisions for children with a disability or away from home. But the UN is not part of the Law in the UK so despite that each administration says they refer to it as part of children protection (Meggit et al., 2011; p. 317).

Working Together to safeguard children 2010 is a system that designed to be implemented to those in social, education and health provisions including the police provision. It brings out how establishments and people have the duty into securing and supporting the health of children this is due to the Children Act 1989 and 2004. The guidance was updated again in 2006 and this links to Lambing’s Report and it is also linked to legislation, policy and practice that refer to safeguarding children. The guidance states that practitioners and managers have the role to safeguard children and establishments that include provisions to children and families and establishments that have a detailed role into safeguarding and supporting the health of children. Also, the guidance includes the duty of the Local Safeguarding Children Board, action to be taken into consideration if a child is at risk and training for child protection. Working Together to safeguard children works alongside with the Children’s Act 2004 works along with the first of the Every Child Matters ‘be safe’ as it should make the formation of Children’s trusts; creating the Local Safeguarding Children Board and all outside agencies that work with children must promote the safety and health of children. Practitioners require knowing and understanding the guidance however do not read the whole thing as long as they know the basics. Framework for the Assessment of Children in Need and their families 2000 supplies support for professionals within the multi – agency system to recognize children and young people in need and what kind of support that should be provided for children and their families.
